Upgrade Dota characters?

Lets upgrade the strength heroes of dota. As an ingame weapon you can buy. Reaver, makes them automatically capable of destroying mountains. I say only strength heroes because it only gives the wielder strength, so why would it work for others?

Destroying small mountains is recurrently only Town level. Calculations are probably needed for the sake of accuracy.
