Also Capcom has to pre-approve UDON storylines, so they have to have some legitimacy to them and cannot be dismissed entirely due to preferences.

That Akuma ending being from the Udon Comics is a common misconception. Shin Akuma's ending is actually from Capcom Fighting Evolution, which is a Capcom game that likely isn't entirely canon to the Street Fighter Game continuity.
