Well I can definitely say this, Barroth is definitely smarter and has a helluva lot of advantages in Versatility compared to Chibeara, has higher Lifting Strength which every monster uses at least once to try and knock Opponents to the ground and/or pin them, can stun him by roaring and getting Enraged amps him by 2x while completely recharging all of his stamina even while Mutilated.

Aside from the Rapter based Montsers, the Great Jagras and the prey based Monsters, Base Barroth is one of the weakest monsters.

Probably. It still has the Stamina Advantage, Rage Amp, Intelligence and LS Advantage, but it's a lot less versatile than Barroth. However, it's AP isn't too far off from Barroth to where they aren't in the same league of potency, plus it can blind Chibeara with it's Flash, which probably won't be too useful considering his enhanced senses.
