type 3 concepts (emotions and consciousness)

are these concepts more fundamental than laws because it says on the CM page which makes me question how fundamental these concepts are.

does this mean just interacting with basic mind manipulation etc can interact with beings that have an abstract existences based around emtoions and consciousness.
 
1. Law is a broad subject, it is case by case, you can't default it to be less fundamental than concept, even type 3

2. No, you still need feat, because iirc, there is two types of mind and consciousness, physical and abstract

so unless the context of the story proves other wise their treated more less by default to be equal?

i mean like any form of supernatural mind manipulation that deals with the intangible consciousness not anything biological/physical
