Billy is 9-C+. His ass is going to one-shot Vox here. He also has the speed advantage. Can't even really say Vincent has skill, because Scream Killers sneak attack fools, they don't up front fight them.
Vincent is good, he's not reverse an over 24x AP/SS/Dura advantage and a nearly 5x Speed advantage good. Stomp match.

Um, does Vincent not sneak attack people too?
Vincent makes use of his environment as a standard tactic. Regardless of the AP advantage, Billy is not immune to be suffocated with TV wires.

Well, Vincent can actually exercise his LS advantage here, with or without prior knowledge I think Billy would still win, it just wouldn't be a stomp anymore.
