Tsunderplane tier

I was wondering why tsunderplane was ranked as a city buster, from what I read on its profile, it seemed as if tsunderplane's bombs were assumed to be nuclear warheads, when not only does it not indicate that, but it appears to be carpet bombing, and most bombs used in carpet bombings are around room level to large building level
 
Really? They look quite a bit like these bombs from wwii to me

In my personal opinion, I see a bit more of the Tsar Bomba (or perhaps the RDS-1), but obviously Tsunderplane's bombs don't have to function exactly like real life warheads (because ya know...it's literally made of magic). It's mainly 7-B for being able to drop so many of these in a single turn (which would likely be devestating), not to mention it's fought not very long before things which can create miniature suns out of magic. Though these stats might become moot if a certain upgrade goes through.
 
I saw some people saying Undertale is like generally Wall Level due to disagreeing with the Tsunderplane thing, which is quite wrong considerng that even using KE for Tsunderplane gives easily MCB and KE using Frisk gives Mountain Level.
 
Talking about that, since Frisk can move at Relat speed as early as against Napstablook, wouldn't that boost anything in that level?

I don't know if it's as early as against Napstablook (though it probably is), just because Napstablook doesn't really fight back. He just cries and then makes a hat.
