transmutation vs shapeshift

So, character A has Transmutation, which can transform people into objects and animals, however, character B has shapeshifting that allows him to transform himself into animals, objects and humans forms as well, so, can character B be able to get rid of character A wincon of ''transmutation''?
 
That would Transmutation + Power Null, if the character can have the same level of matter alteration than the transmutation then nothing stop it to change back to its original form (or any other form it desires).
 
Executing powers generally involve performing gestures or incantations, so someone unable to move and/or speak (at least in ahuman language) would be unable to use their powers; only powers that would remain are the passive ones, as long they aren't ratial traits.
