No they can't, there's no proof of the characters atomizing things, for now atomization is just an assumption(exept for the shinsoo black hole) and the calculations page says that atomization should be clearly stated or shown.

It wasn't officially stated to be rejected but basically it seemed to be reject during you thread "sub-Atomization proof". Besides I think Ant said " Possibly limited Matter Manipulation" was fine.

Like I said, nothing official was stated but I believe most of the Supporters of the Verse rejected it. you can always ask them just to make sure but I beleive they already moved on from it, its up to you of course,
