Hecatia stated this in her interview in "Alternative Facts in Eastern Utopia." The relevant quote is as follows: "I definitely can't speak for anyone else in Hell. Some might want to conquer Gensokyo, while there are also people who want to destroy the entire universe. And some of those might already be putting those plans into action."

I don't know much about Strange, so there isn't too much I can say for him. However, due to Hecatia's ability, it's possible that Strange would have to face three of her at once (each can act fully independently). In addition, due to the fact that her core soul resides in Hell, he would need to use some sort of spell that can reliably cross a universe, and it needs to be able to reliably attack a soul. This is assuming Hecatia can be properly killed, which is debatable due to her status as a goddess. However, it is likely she could be incapacitated if her bodies are destroyed, as it is unknown if she can regenerate them. However, there is a complication. As noted in her Legacy of Lunatic Kingdom profile:

"Also, since the Moon, Earth, and Otherworlds each have their own Hell, and her core soul resides in Hell,
she's a rather troublesome god who can't easily be retaliated against if viewed as an enemy."

It's a bit confusing as to what this means, but it seems that Strange would have at least some trouble attacking her core soul.
