Heisei Era Base Mebius for weakest High 3-A. He is 1/10 Baseline High 3-A.

Vlad Plasmius for Low 7-C. He is accepted as at least 2x stronger than Danny Phantom who is 533.70 Tons of TNT. Making Vlad 1.0674 Kilotons which is barely past Baseline Low 7-C.

Iirc Base Mario characters are pretty much all assumed to scale to baseline 3-C atm so I might have them for 3-C for now. Even if it isn't baseline they're still pretty low on the totem pole (not many 3-C specific feats anyways though tbf)

People who are baseline one Earth busting, one star busting, one solar system busting, one galaxy busting and fractional / conditional busting of one universe as one space-time continuum or even fractional / conditional baseline 5-D is going to be full of candidates.
