Mostly inconsistency with a lot of the feats and general warp shenanigans at play during higher end feats is keeping them around tier 8

magnus and guliman feat was not really warp. Rouboute doesn`t use warp stuff. He is pure physical

How is scp superior to wod? Wod's layer is at least 3. Also, 1a is also a place for wod. A place at 7a is for lyla. It has a high 1a hax.(speed equalized) Also one more place for nergal at 6c. High 1a can summon characters.

Lu Zhiyu has resistance negation (Dream World ignores how strong it's target is) so that shouldn't be an issue.

I don't know what more intangible means but Lu Zhiyu can interact with even Zero-Dimensional Singularities and pretty much everything else like NEP.
Dream Space can ignore 100,000+ Layers of Low 1-A Resistances to pretty much everything.

From what I can see he's just an abstract universal concept, which is like the baseline of every mythical creature and Lu Zhiyu can interact with them easily.
Oh and he can interact with and get rid of curses which are illusions that forcefully interfere with reality.

Subjective Reality, Law Manipulation, Information Manipulation, Power Modification, Physics Manipulation, Matter Manipulation, Curse Manipulation, Sleep Manipulation & Paralysis Inducement.
All layered 13+ times minimum, capable of affecting beings through 100,000+ Low 1-A Resistances though the Resistance Negation already makes that pointless.

What makes it Low 1A?

It works on beings who can fully resist the Low 1-A Concept of Power (Which is the source of every ability in the verse and sustains Endless Low 1-A Universes) trying to assimilate them.
Even the lower end characters have 14+ layers of Low 1-A Resistances and the mid-end has 100,000+ since the Concept of Power also gives you resistances depending on how much of it you have absorbed.
