1. Not true, he settled on Skull Island because he sought an alpha position but wouldn't dare challenge Godzilla. Camazotz also did move after Ghidorah's mass awakening meaning he likely did follow his orders.

1. I thought he had lived on Skull Island for millenia sleeping (he didn't wake until the comic's events IIRC). Also, Camazotz was waiting for there to be a dark sky to come out of the cave.
