Cable has the advantage in durability and weaponry - a blast from his rifle knocked away the Juggernaut. The T-800 has the advantage in stamina and lifting strenght - he will never get tired and if Cable gives him the chance to get close, he'll rip him apart, piece of cake. Voting Cable for durability and weaponry, as he's smart enough to not let a killer robot approach him.
