Tiffany for better reactions, lifting strength, stamina, and durability. Walter has better AP and intelligence, and both are skilled in stealth, but Tifany can react faster and use her better lifting strength to grapple Walter and stab him in the neck before he can do the same to her.

Even with their reactions equalized, Tiffany has the advantage in experience due to being a serial killer with more than 10 years. Tiffany has been murdering people since she met Charles Lee Ray. She was actively alive and (presumably) killing people all the years between the first Child's Play and Bride of Chucky. That's over a decade of experience, whereas the BB series doesn't even cover a full three years in-universe (I haven't watched the series, but Walter's profile says he is 50 at the start and 52 at the end). That, plus her higher durability and stamina (given the fact that she was not immediately killed when electrocuted) should give her the edge.

Tiffany has a gun too though. She has also been a killer much longer than Walter has been a drug dealer. Speed equalization effects reflexes (not sure if it effects all forms of speed, but it definitely effects those)
