Tiering Question about Spatial Dimensions

What the title says. Just have one small loose end that id like to ask about.

What tier are you (if it's even able to be tiered) if you are a character who created the concept of spatial dimensions? Regardless of the initial amount of them a verse in question may have?
 
It depends on the Verse's Composite Hierarchy. Said character can perfectly exist on a higher "plane" while still being bound by some degree of dimensionality. It's speed would be automatically infinite if not immeasurable I think.
 
This isn't specifically a matter of speed (though I guess it can talked about too) but moreso power wise.

How strong would you be if you created the concept of Spatial Dimensions in the first place?
 
So what your saying is that if a character creates a verse (say a multiverse) and the concept of spatial dimensions never existed until the character created said verse, then that would mean they can get irrelevant speed?
