Does transcending high 3-A uncountable infinite times makes a character Low 2-c or above baseline high 3-A?

The basic way I can describe it is:
High 3-A is being able to destroy or affect an infinite 3-D space.
Low 2-C is being destroy or affect a 4-D realm, or destroying or affect space and time or like a space-time continuum, or a timeline.

above baseline bc u need to be 4-D or have 4-D AP.

I mean, if by transcending you mean seeing them as fiction or being infinitely superior, then I'm pretty sure they'll reach low 2C pretty comfortably, and I believe they might reach tier 1 shit.
