Tier of a character with a fraction of a Low 2-C other character?

Been wondering about this for a while...

If character A, who somehow (through being an avatar, summoner, or borrowing) has a fraction of character B's power, while character B is Low 2-C (with the power to one-shot an entire space-time continuum) what tier would character A be?

I know it's definitely not 3-B. That only applies if character B is 3-A and can only destroy all physical matter in the universe.

An example is Minene from Mirai Nikki, who has half of Deus' universal power

It is hard to determine. I think that it would depend on how large amount of the Low 2-C power that the character has. If it was just 1/10000th, it would likely fall under High 3-A, as that is where we rank characters that have less than universal 4-D power.

Our tiering system is much better than it used to be, but cannot possibly remotely precisely cover all potential eventualities after all.
