Charlie and Allan have the edge in AP by about 3x, but I think Lupin and Zenigata vastly outclass them in terms of skill. Lupin shouldn’t have any trouble dodging their attacks and using LS or Pressure Points to paralyze Charlie and Allan. I’m leaning towards Lupin and Zenigata.

Looking at Zenigata, his guns and handcuffs are concerning for the smiling friends duo. The Lupin duo will outrange and outskill the latter and soon enough they'll end up in Zenigata's handcuffs.

How much LS do you need to rip through handcuffs?

Charlie almost certainly has the lifting strength to rip through handcuffs (Honestly so should Allan since they both scale above Pim)

Charlie and Allan's only real chance is landing some lucky hits and knocking them out given the pretty good ap difference. One lucky thing is that Allan and Charlie's regen should more or less protect them from bullets and stuff (I have no idea if they'd use lethal force in character)

Lupin won't really unless it's necessary, but Zenigata might (I need actual Lupin supporters for this). Most often than not, the guns would be for incap.

Should be pointed out Zenigata's handcuffs are custom built and are constantly being improved in-universe in attempts to counter Lupin breaking out of em, so much so that Lupin who has a much higher LS + intelligence than both Charlie and Allan combined sometimes has trouble getting out of them (don't know if their profiles is underselling their LS)

As for the guns question, neither of these two would shoot to kill in these circumstances with their normal characterization. Lupin is primarily a 'only kill when necessary' guy and while Zenigata has used guns on various occasions, the man in most stories is practically pure of heart and plays by the rules (which is arresting criminals with excessive amounts of handcuffs). So unless either of the two are given any reason that the Smiling Friends are somehow bad enough people to kill, they aren't going to unless things go really south.

But yeah, voting for Zenigata FRA with Lupin slipping away when he isn't looking
