Hey everyone, out of all the fighters that are Tier 7, who do you think is the strongest?

Please give a reason why and note that whoever you think would win can't tier jump any higher than 7

Pernida's nerve hax, speed and regen....

Nah Pernida would lose to Itachi with Amateratsu and speed blitz but I'd go with neko kuroha she can create real black holes and she can easily dodge her opponents due to FTL reactions
