Well, I'm assuming in this case there would be long ladder of 1-A's, similar to the Mythos, but I'm admittedly not knowledgeable enough on Tier 0 to know if that still qualifies.

To answer the question, it would be just another 1-A.
Granted I don't really know the requirements to be tier 0 but a lot of 1-A guys fit that description.
