It doesn't hurt the Tarnished just cause they scale to it at least in terms of not dying. Aragorn to my knowledge has absolutely no LS or LS resistance to my knowledge however.

He doesn't use it till phase 2 (aka when significantly harmed) and Aragorn would one shot him before that + everything else Radahn has is 4x weaker than Aragorn (LS still needs to be revised. Bugger me, there's so much to do).
