Right, so this would seem like a stomp at first. Himiko Toga scales to 10.08 kilotons while Obelix directly performed a 200-kiloton feat. Here's the thing, people... As it currently stands, the Gaulish Magic Potion only makes the user immune to blunt force and pulls: https://vsbattles.fandom.com/wiki/Gaulish_Magic_Potion
What isn't listed are stabs. Technically piercing damage CAN ignore some durability, although I'm not sure if that logic will still apply in Tier 7 of all places. I'm usually have the idea that piercing (ex. with guns) stops ignoring durability at 9-B or 9-A, but that's just my opinion. Other opinions may vary, especially given that it is not recommended to defend yourself against someone with a knife. As such, if Himiko Toga gets a good stab in on Obelix, she'll get access to Obelix's blood, and when she consumes Obelix's blood, she'll also consume Getafix's magic potion. I think this is something she could only accomplish through Obelix specifically as I think she'll only accomplish getting weird looks from the Gauls trying to do the same to Asterix.
As such, Himiko Toga will immediately become Obelix's equal due to the effects of the Magic Potion. I'm pretty sure the other Gauls will figure out that something up with the fake Obelix pretty quickly since Himiko Toga's personality is basically Marin Kitagawa if she were a vampire, but still.
How will she get to that point, though? If Himiko Toga goes after Obelix alone, there's a good chance that she'll the share the same honor of being yeeted into the stratosphere the Romans got. That's where Twice's Quirk comes in. With Twice's Quirk, Himiko can clone herself to... Not sure if there was a limit or not; the Twitter manga leaks of that arc didn't exactly bring that up. She'd pretty much just have the time limit her Quirk always had as far as I'm aware.
As a counter, not only is the Gaulish Magic Potion the reason why the Roman Army hasn't touched the one singular village Asterix and Obelix lived in, but both Asterix and Obelix had regularly dealt with armies of Roman troops on the regular. As for Himiko... Yeah, you look at that face and tell me she heard about the Roman Empire:
Although being fair, the Gauls basically curbstomp the Romans; meantime, an army of entities equal to Obelix would likely be comparable to Demonix, which would mean combining Obelix's powers with Twice's quirk would effectively be a curbstomp in Toga's favor.
Of course that's IF Himiko manages to get to Obelix using Twice's quirk. A 20x AP gap is still effectively a stomp until she gets a hold of Obelix's blood.
Either way, Himiko and Obelix both have their wincons: with Obelix having a means to fend himself against armies and Toga having a means to go toe-to-toe with Obelix (i.e. obtaining his Magic Potion blood).
For this one, speed is equalized (Sub-Relativistic vs Relativistic+ is a big gap). Here are their profiles:
