The Water Queen vs Rayquaza

When you say "no-sold" does that mean WQ wouldn't be able to do something like this?

Because that seems more like an impact/piercing attack as opposed to being deadly because of, like, the moisture or whatnot.

Essentially what I'm asking is does resistance to ice/water in Pokemon just grant them resistance to the coldness/wetness or to the impact and force as well?
 
So what advantages does Ray have? I think Kyogre would still be fair, considering it only halfs incoming water/ice attacks, and his durability is about half of the water queen's.
 
I'm voting for Rayquaza. He resists Water Queen's water attacks and her martial arts if she gets up close, can close the stat gap by raising his stats with Nomad, Ancient Power, and Dragon Dance, or lower her stats with Scary Face and Crunch. He can handle her water summons with Danmaku (Draco Meteor) and AoE (Hyper Voice). He can freeze her solid with Ice Beam or make her flinch with Twister or Air Slash. Even if WQ plays it smart and manages to whittle away at Rayquaza's health, Rayquaza will just use Rest, restoring it's health and stamina to peak condition. WQ's best chance is her ice attacks, but it'll be difficult for WQ to figure that out.
 
She doesn't need to figure that out. It's actually very in-character for her to use ice and doubly so once it turns out water isn't working, which she'll pick up on very quickly.

Are you sure she'd do that in-character? Even then, Rayquaza doesn't live on the surface of the planet anyway.
 
Base Rayquaza will get done in by a few ice attacks. Mega Rayquaza is a different story, though....

Whether or not the Water Queen will use Ice abilities early or not is the real question here.
 
Her go-to move is already to cover the entire planet in water. If she sees that isn't doing anything, she can just freeze it all instantly.
