No, but seriously tho:
Shub-Niggurath is the strongest Ultimate God we know of (there could be some stronger than her, but we don't know much about most of them).
All of the Ultimate Gods are far above Nyarlathotep, who is to the Great Old Ones what the Great Old Ones are to regular humans.
To put this is perspective, this "is to 1-A what 1-A is to humans" is something that could potentilly be used as a justification for Tier 0, and the only reason they're not rated that is due to there being other characters superior to them in the verse.
So, yeah, they're up there. Other characters that could included are probably Umineko characters or someone from Masadaverse, idk.
