I am pretty sure there has been a debate about Tier 0 guys being weaker/stronger than other 1-As due to the cosmology, and you know which verse is the strongest?

Tony's right. Tier 0 was never an auto-win condition to begin with.

I don't think there's a "strongest" characters in tier 1-A and above, those guys are already beyond all definable scale. You can compare their standings based on their hierarchies, which is cool and all, but that's still an incredible amount of speculation.
The answer is more subjective than objective in my lowly humble opinion.
