the strongest character in fiction without HAX

Well, if you were going to choose a character from DBZ, why not Zen'ō? He is possibly 2-C and we don't know if he has haxs.
 
Pretty sure Beerus has hax.

-energy sensing, immunity to poison, can seal people away, transmutation/matter manipulation, able to redirect an opponent's attack with ki, can create clones of himself, energy Nullification
 
There's probably some infinite dimensional being who is absolute garbage tier amongst other infinite dimensional beings and simply has that raw power going for it, but I can't think of one, right now.

Anything beyond that point is hax by default.
 
Goku I suppose? I mean, technically he does have some really minor hax, but at his level it's likely not going to be a deciding factor or anything.
 
Technically, wouldn't a 4-D char with time-manipulation, or a 5-D character with probability-manipulation, not have hax? As time/probability manipulation is no different than us manipulating or breaking a 3-D object.

It would still count as hax as it still ignores statistics.

It would ignore statistics for lower dimensional characters, but for characters on that dimensional level, it is just normal attacks to them
 
That was never in question but this is a general topic, not one that's relating to a particular tier and generally they do have hax, just not in relation to others of its own tier and higher. Also, space-time destruction is actually only the basic use of such abilities. Just because they can destroy time and space doesn't mean they would be immune to time loops.
