Naruto looks more skilled and versatile, and i think he is allowed to get the kurama chakra overtime no? At least of he gets overwhelmed, so i'll vote him.

End of season 2 Seven isn't as unaware and playful as his season 1 self. He's actually quite resourceful and has considerable skill in combat. Clones are nice, but Seven's sword can split into a thousand pieces and each piece can act as a weapon in itself, so Seven can clear them all at once. He also has the range advantage since his scissors can be telekinetically controlled and hit Naruto from tons of different angles.

How does the splitting of his sword works? If the individual pieces are very small I think it'd be unfair to saw that He'd be able to take out each clone with just one piece as that will take a lot of skill I'd assume, And even if he can do that the clones could just, dodge. Naruto is skilled in H2H as well. He also has the higher stamina + Immense pain tolerance so if the fight drags out he should outlast (He has regen but its Low, Not that useful but still worth noting) Also is Kyuubi chakra as a whole restricted or is it just the form, If its just the form naruto could also summon gamabunta which seven would have no way of dealing with. But even with that, He should outlast, Clones should be able to dodge, or he can just use them once he's already in CQC with seven to deal more damage, Can use them as a distraction etc.
