So in this scenario L discovered what was going on in Gotham with the corrupt people in power being taken out by a serial killer and deemed the case interesting enough to investigate.

(Obviously Batman wont exist in the scenario)

Rules:
- L needs to arrest the Riddler as well as stop him from flooding Gotham in order to win.

- The Riddler needs to succeed in flooding Gotham in order to win

L stops the Riddler:

although I think that everything will go more or less the same, L would have to get several agents to take the penguin and maybe don't know about Celina's father since he was a friend of Bruce's family

I assume thats a vote for the Riddler, since his only win con is to succeed in flooding the city
 
yes, if we are going literally from the movie, L has no connection to the Waynes even if Riddler gave it to him this is very more specific
