V.A.T.S. doesn't guarantee a hit. Time still moves slowly afterwards. Mando moves quite fast with his jetpack.

Speed is a moot point because it was Equalized, so Time Slow (it isn't really Time Slow, but it looks like it.) will be really ******* useful.

Though, he can also just shoot nornally at the not-armored parts of him because... there is a lot of non-armored as you may notice.
