The limitations of cloning and duplicating

This is a question I've given some thought over when this is taken into consideration on certain versus threads.

What are the limits of being able to clone your enemy on the fly? For example, can Master Hand clone Beerus? While this can be considered hax, this may be considered an NLF should a lack of feats show, this is just one example, there are plenty others.
 
A person should only be able to clone people exactly on their level and lower but unless the person shows that they can effect people stronger it is NLF to assume they can.
 
By AP but it also might come down to if Master Hand or any other characters who can clone others understands fully who they are cloning.

What I mean by understand is the nature of their abilities and how they work. While you can replicate someone's Appearnce and Strength (because you have seen them and they are weaker then you) I find it hard to believe you could clone an ability you've never encountered before and no nothing about.

This is just from my perspective.

When it comes to AP Beerus is massively above him. Master hand is barely above Baseline, Beerus is far above Baseline.
 
Then he shouldn't be able to clone Beerus exactly as he doesn't possesse the power to make something that powerful, he would be able to create clones of Beeurs but they would be in no way as strong as the real Beerus.
 
It could work in an NLF fashion though. Amazo for example who doesn't clone, but can steal pretty much any power.
