The Hacker's Advantages: Possible higher range (I'm assuming this is irrelevant though, as the Hacker may not know Zalgo's name), higher AP, Information Manipulation, Conceptual Manipulation, Casualty Manipulation, Intangibility, Regenerationn (Mid-Godly), Immortality, resistance to Telepathy, Knowledge Manipulation, Matter Manipulation, Memory Manipulation, Flight, Ressurection, Life & Death Manipulation, Healing, Elemental Manipulation, Volatile Manipulation, Nothingness Manipulation, Barrier Creation, Absolute Burning/Freezing, Telekinesis
Zalgo's Advantages: Possession, Darkness Manipulation, Vocal Attacks, Fear Aura, Multilingualism (Dunno how this'll help but eh), Soul Manipulation, can do a possible one-shot if the Hacker doesn't use barriers
At first glance, the Hacker seems to have a much higher advantage against Zalgo. But, if you look more closely, this is a close match than most people would think. Possession is a very strong tool, and when used at the proper time, Zalgo could automatically get a free win with just that. Fear Inducing Aura could help, but it is mostly Soul Manipulation, Possession, the Hacker's overconfidence, and possiblility of the Hacker getting K.O'd and/or one-shotted gives Zalgo the win... barely.
