Cell has broken regen + saiyan powerup BS. he could keep blowing himself up and regenerating for like a month and get stronger than everything ever. plot limitations i guess.

The most powerful Broly gets is Multi-Solar System Level, it would be needed billions to even compare to a Universe Level, and even then, Beerus has 3/4 of Whis' speed, he blitzes them hard.
