Assuming Ibzan gives him the light of day for a nice chat, and what are V.A.T.S?

Funny, cause Ibzan vs Sans is a stomp one way or another lol
The Courier has talked down literal sociopaths, psychopathic war leaders and someone who hated them more than anything else on the planet, even turning the last one into their ally in a single conversation despite you having been responsible for literally nuking his home into oblivion. V.A.T.S is the Courier's super Time-Slowing Aim Assist that allows them to see the stats of their target and is borderline impossible to avoid depending on if they're out in the open or there's cover available.

Pretty sure Courier vs Sans is an actual thread that's Stull ongoing.

Oh so basically shit that doesn't matter because Ibzan blows his head off the second he sees Courier because Ibzan vs a rando is an Ibzan who shoots first and asks questions later unless Courier shouts into the mansion when dealing with a literal walking skeleton with a gun.

As for V.A.T.S it helps but since Ibzan can live with a bullet in the head he can likely still get his shot off if they straight up showdown eachother

The Courier's insane luck would cause Ibzan's gun to jam. This is an actual thing that can happen in Fallout New Vegas. There's also the possibility that their luck summons the mysterious stranger after using V.A.T.S who can One-Shot everything in the game. The Courier's luck also allowed them to survive getting shot in the head twice at the start of the game as well as being able to just yell Ice Cream at a security robot asking for high level clearance and it accepts that answer. This gives the Courier plenty of time to either blow Ibzan's limbs off after seeing a headshot not work or just trying to talk him down.

Literally no gun in Deadbolt can jam even after thousands of shots. Saying Ibzan's revolver, aka the gun type that has a basically 0% chance of jamming, will jam, is dumb.

What percentile chance is this?

Okay that's nice but Ibzan shooting all five of the rounds in his revolver directly into Courier's face is in no way OOC for him. He literally served as an executioner.

That sounds less like being lucky and more like just a gag or joke TBH

I can't find the percentage but you can see all of their luck feats on the profile which includes causing their enemies' weapons to either jam, break outright or miss at point blank range.

The Courier has both fought and talked down people like this before.

It was explicitly only an option if your luck Stat is high enough.

Breaking is a maybe and missing is definitely an issue.

Does he start with talking before they even lay eyes on eachohter

All right that makes more sense

They can, it depends on what the player is making them do but being charismatic is kind of a noticeable part of their character in the endings, especially the one where you're the new leader of New Vegas so I wouldn't be surprised if the Courier just started this encounter by talking.

All right that makes more sense, so do you think Ibzan can kill Courier before shit happens, or does Courier stomp?

It depends. If their luck kicks in then the Courier probably just talks him down and they go out for a beer or something. If not, then OOF, Courier either dies or survives and V.A.T.S spams him to death.
