Dio has to be up there. Constantly killing dogs for almost no reason, constantly hating the biological son of his adoptive father and trying to beat him up or otherwise hurt him, killing two random guys on the street without a second thought just to test a torture device, and then killing his own adoptive father who loved him to become a completely self-serving vampire.

Zouken Matou, guy gets dick worms to rape a child for about 11 years. Also tortures his son with worms that crushes his spine and eats his brain while prolonging his life long enough so he can suffer even more. And that's just scratching the surface.
