Tough, but I think Bill has a speed advantage, here.
However, on a slightly different note, why is Lucifer rated Low 1-C? Being stronger than a 2-A character doesn't automatically make you Low 1-C (unless he was stated to be like "infinitely beyond" Kagutsuchi but I don't remember that).

Nope, Lucifer was never demonstrated to be infinite beyond Kagutsuchi. We placed him at 1-C because in the last discussion ( the one about 5-D Anguished One ) Ant agreed that we can using power scailing for characters like Lucifer. In the end, we has come to an end with this *point to Metatron's tier*
For Lucifer's speed, i think it's out dated. It was showed that after Hitoshura destroyed Kagutsuchi, he's also "Killed" the concept of dead. And Lucifer and his lady was shown to be able to walk in an abyss where concept of time doesnt exist
