The Golem's AP is far lower than the Terrarian's dura and AP though.

terrarian has both at wall, golem has wall ap and room dura. Also, spams more snowballs

Wall is a huge tier. Snow Golem is at the bottom of it and Terrarian is quite high for a Wall level.

Terrarian has arrows, which are just as good, if not outright better.

We're talking about AP here, right? The Terrarian's AP is wall level for destroying stone walls. The SG has it for knocking back people with golden armor in the air.
