Terrarian wins. He just keeps one eye open at a time and breaks 173 down with a pickaxe.
 
I thought 173 punished those people who did that?
 
173 has a thing against people who only use one eye. It counts as cheating and the whole staring at it thing is void if you do that. It will attack you regardless of eye contact.
 
Since Terrarian has previous knowledge, I think he'll know better than to cheat 173.
 
Does it even matter?

173's shtick (blitzing the opponent's head off as soon as they blink) is useless against someone who's almost 30 times faster than it.

Yes, the speed gap between them is that high.
 
I think the Terrarian may have this for having slightly longer range. (If a pickaxe classifies as extended melee range.)
