How would we scale them accordingly? I mean tbh none of them would be very high on the ranking, though some of the powers they could be listed with would give me a laugh

I mean, just saying, some mods would be a bit iffy... How would they scale? What would be the 'base' dependent (This goes to vanilla to with different tank-ability being variable on normal, expert, and master.)
