Anyways,

Tatsumi: 7 (Gemmysaur, Cropfist, A6colute, Drellix, GreatestSin, Vergil, Hizamaru)

Garou: 1 (Delta3000)

Inconclusive: 0
 
Tatsumi clearly has a superior arsenal, and while he lacks the coldblooded instincts of his comrades, he does has his quick wits and pragmatic fighting style on his side. The downside to this is that he'll have a hard time adapting to a threat that allows adapts and learns as the battle goes on.

They both might be push to the point of death and exhaustion before either can land a game changing blow do to the similarities of their powers, however, if Garou draws out the fight too long Tatsumi might be able to get the upper hand before over using Incursio causing it to shut off. Garou does have higher durability than Tatsumi especially when both at their fullest potential, but Tatsumi will retain his intelligence which will allow him to out think Monstrous Garou.

Now that I think about it, the fight might end in a tie between the two due to the similarities of powers. Both pass out or die, which would actually be so much more satisfying than seeing two of my favorite adaptors in a DEATH BATTLE. ( ͡° ͜ʖ ͡°)

With that senario Garuo would win because his monster form is vastly stronger and faster and Garuo only loses his inteligence in the later stages of the transformation; plus incursio would have shut off at that point.

But keep in mind that by no means Monster Garou is allowed in this match, as that would be a complete stomp for Garou.
 
Sorry was using a real world scenario ^_^

'Cause you'll never have actually equalized speeds (really equal anything except for weight) in a boxing ring on in a MMA hexagon cage. Honestly you'll never have a fighting game or really any type of game that allows you to equalize thing (unless handicaps are used) because making things equal would take the fun out of fighting games and such.

Well, it's not always fun to watch the more powerful person one shot the opponent either.
 
That is also true ^ ^

But in fights their are other variables such as skills and the fighters condition a whole bunch of things which I do understand couldn't be implemented here.
