This seems like a tough one. What are their AP and speed values?

Tatsumi scales far above 550 gigatons and either mach 680/825.
Incursio adapts to both his heat vision and ice breath and he still has his RE. Depending on what supes AP is tatsumi has the clear advantage here.

Does superman have any skills feats?

Alright supes just scales above 152.7 gigatons while having mach 6207. So tatsumi has likely over a 4x AP advantage but might not be able to tag supes at all. He either adapts with his RE or we might have to equalize speed here.

first speed is equalized as i wrote in the thread,

second Tatsumi in this key is still far above 381 gigatons, only the last 2 keys are 550 gigatons
