I think this is just Tatsu saying she's going to knock Fubuki unconcious. "Putting someone to sleep" is often an expression used for KOing someone. At least it seems like a more reasonable explanation than Tatsu having some supernatural ability to induce sleep in people that's literally never mentioned a single time.

Although that could be an answer, seems like the context leaned more to her putting her to sleep instead of having to be rough.

Just knocking her out without causing any lasting harm or damage would be considered not too rough of a way of incapacitating someone.
