If a technique of a certain scale say island level is achieved, would it still remain the same if it's either tangle or intangible?

Oh, so if say an energy wave so massive it encompessed the milkyway galaxy and it was used to kill someone who was intangible, what would that say?

Powers and Abilities: can harm intangible beings.

Intangibility is a hax category, not a tier/AP/Durability rating. Two attacks of equal level, with one being completely tangible and the other intangible will be treated as equal tier, but the intangible attack will have a note on their powers and abilities section noting that they can harm intangible beings.
