Surface vaporizing?

I know that surface-wiping is generally considered multi-continental using our system, but I wanted to make sure. If there is an energy wave that not only vaporizes everything on the surface of the earth (including the oceans) and also removes a portion of the earth's crust (less then a mile deep tho), what tier would that be? Would it still be multi-continental?
