This is really hard.. Dimentio has superior hax abilities, however Flowey has some very powerful feats like save and load. I say inconclusive.

I don't see what Dimentio has much over Flowey honestly. Or at least anything that would counter his time hax.

Omega Flowey used to be "Likely 2-A."

Back when he had this rating, 2-A meant being able to destroy 10^500 timelines or above.

Then 2-A got changed to simply infinite timelines, which is what made Flowey 2-B. This does not mean that Flowey's no longer listed as being able to destroy 10^500 or more timelines.

So regardless of them technically having the same tier, Dimentio is not remotely comparable to Flowey. He gets effortlessly one shot. Flowey having hax Dimentio can't counter like Saikou said certainly doesn't help either.
