What speed value would a character be given if they were stated to move at "Sub-light speed"?

Sub rel to rel+ if they show feats of said speed statement

Technically everything below light speed is sub-lightspeed, but that's semantics, they would probably need to be at least 1% lightspeed, depends on the feats too
