i'd say frisk from undertale due to so much hax, and the ability to self resurrect without a do over, this is using immense determination, also he could get so much stronger than his profile suggests. oh yeah characters like saitama, we don't know his power, why bring him up. also when i say this, i am talking about characters with no mutation, technology/cybernetic parts, or prep time.

speaking of technology, if i am not mistaken, EGD is High 1-A isn't it? it was created by humans, right? Demonbane I mean. demonbane is powered by siponing energy from parallel worlds using Cor leonis (a reactor) iirc. a shame you need to be a magician to operate Demonbane.

and humans in Masadaverse has the potential to surpass the Throne(Failed 1-A technology) if only merc doesn't reset the universe/multiverse decillions amounts of times.

well, they can easily reach 1-A if they became one of Rein's Legion...

edit1 : just noticed that there are entire race of overpowered humans in Lovecraft myth. namely, Archetypal humans. being outside perspective/can see everything as eternal/unchanging whole, they are only below, if not equal to Outer gods in 'power'. so very high-end of 1-A, not even high 1-A can kill them for good iirc.
