Oversights aside, it should just be the strongest of the #1 spots below 9-C of the top 10 strongest list, right? As the list uses the physical tier is used for ranking, not the supernatural AP.

Plus Nier magic is reality warping+physics manipulation, and Emil both has it and a solid resistance to it. His enhanced senses are pretty cracked too since he could tell Nier's weight and age just by his footsteps.
