I don't think so.
Later in the fight we actually see him with red aura surrounding his body. We already know that in Dragon Ball, when charging/powering up, an aura surrounds them. Here however, Magetta doesn't charge up that way here, it seems he can increase the heat in his body making him faster and stronger.
We even have it on his profile under his attacks and techniques section.

Apparently stats amplification is already on his profile. Idk, seems like just powering up to me.

Must have been added.
It seems different imo. The way Vageta acts, he didn't sense Magetta's ki increase and was surprised that his speed and power increased.
We know Vageta can sense ki so if Magetta powered up normally he would have sensed it.
