If the narrative states a character can do something or has certain abilities, would those statements qualify for a character to scale or have that ability even if there are no feats to back it up?

Ok well in this case, the system is telling the main character what he can do, what the limitations are when it comes to his abilities, as well as it is explaining to him, his size and his well strength. And it’s directly stated to the main character by the system.
