Star Wars Scaling Question

I noticed Luke Skywalker's "Legends" profile starts him off at Planet Level for being able to briefly fight Darth Vader. Is there a reason Vader is not Planet Level on the wiki?

That’s just a relic of when we used to have legends keys listed on the canon profiles, the reason they aren’t there anymore is because we plan on splitting them into their own profiles so that there’s less clutter
